Abstract. As Europe races to close capability gaps exposed by Russia’s war in Ukraine and by uncertainty in U.S. policy, new EU defence initiatives (Readiness 2030; the SAFE instrument) and Anglo-European pacts have generated pressure to widen the circle of partners. Turkey, vital geographically and militarily, is once again at the center of debate.
